From Custom Creations to Government Contracting

Jon Bullough, owner and craftsman of Severn View Custom Woodworks LLC, has always had a passion for woodworking. His company specializes in crafting high-quality custom cabinetry, tables, and shelves for residential and commercial clients. While his craftsmanship was top-tier, he sought to expand his business by securing government contracts—a move that required strategic planning and certifications.

Seeking Support from the SBDC

Recognizing the challenges of breaking into government contracting, Jon turned to the Maryland Small Business Development Center (SBDC) for guidance. His primary goal was to obtain Service-Disabled Veteran- Owned Small Business (SDVOSB) certification, which would provide a competitive edge in bidding for federal contracts. Additionally, he needed assistance with contract drafting, legal structuring, and understanding the requirements for business expansion.

Navigating the Certification Process

Jon worked closely with his SBDC consultant, Luis Diaz-Colorado, to navigate the complexities of the SDVOSB certification. The process involved meticulous document preparation, a thorough review of eligibility requirements, and coordination with various agencies. Along the way, he faced challenges such as using outdated certification platforms and needing additional documentation, including an operating agreement and company minutes. However, with persistence and expert guidance, Jon successfully submitted his certification application through the new SBA Certification Portal.

Expanding Business Capabilities

Beyond certification, Jon sought to enhance his business operations and increase his financial stability. Since receiving SBDC support, he:•    Obtained additional business insurance coverage to protect his growing enterprise.•    Explored workspace expansion opportunities, considering factors like zoning regulations, rent-to- revenue ratios, and permitted activities.•    Developed relationships with builders and interior designers, positioning his company for more commercial projects.•    Successfully obtained his Maryland Home Improvement Commission (MHIC) license, enabling him to expand into new service areas.

Achieving Key Milestones

Jon’s dedication and the SBDC’s support led to several significant achievements:

•    SDVOSB Certification: Officially submitted and approved, positioning him for government contracting opportunities.
•    Local Disadvantaged Business Certification: Strengthening his eligibility for additional procurement programs.
•    Sales Growth: Reported $70,000 in total sales for 2023, with a backlog of $22,000 worth of upcoming projects.
•    New Business Licenses: Acquired MHIC licensing after investing in training and passing the licensing exam.

Looking Ahead

Starting 2025 with strong momentum, Jon continues to refine his operations, expand his client base, and position Severn View Custom Woodworks for long-term success. With a robust financial foundation, new certifications, and a growing network of business partners, he is well on his way to securing government contracts and scaling his operations.

Jon’s journey exemplifies the impact of expert business guidance and the resilience of small business owners. Maryland SBDC remains committed to supporting his future growth, ensuring that Severn View Custom Woodworks LLC thrives in the competitive world of government contracting.
